In our response we outlined that we broadly agreed with the proposal that certain construction waste should be treated as DIY waste and therefore classified as household waste.

As householders should not be charged to dispose of DIY waste at HWRC’s, this may reduce the risk of householders fly tipping or using waste removal services that might result in fly tipping.

Flexibility

We did however highlight that it was important to maintain some flexibility in both the regularity of HWRC visits, and the volume of waste allowed to be disposed of free of charge to further reduce this risk.

We agree with the technical principles outlined when the government amends the 2012 regulations.

We agree that construction waste should be treated as DIY waste and classified as household waste.

Overall perspective

Waste crime is a blight upon our members, and we must engage with any potential proposals to help reduce the impact of fly tipping.

Making it easier for householders to dispose of small amounts of waste without charge may help to reduce this impact.Ìý

Government launches consultation

On 11 April the government launched a consultation on preventing charges for DIY waste at HWRCs (Household Waste Recycling Centres) and a call for evidence on booking systems at household waste recycling centres.Ìý

The consultation closed on 4 July 2022.Ìý

It proposed to allow householders to deposit DIY waste for free to reduce the potential risk of fly-tipping, littering and backyard burning which create additional costs for local authorities and causes environmental issues.
